Illinois lottery's private operator could face a $20 million penalty for not coming through on its promise.
The Northstar Lottery Group projected it would make the state $851 million for 2012, but fell short by about $95 million. Northstar officials said they're surprised and don't know how the state came up with those numbers. The company took over lottery management in July of 2011.
