Rebuilding Rock Island one block at a time. That's what city leaders say the non-profit GROWTH program is doing. Monday night, council members gave the green light to tear down 3 homes and renovate another on 10th street in the New Old Chicago Neighborhood. It's a process that has already been carried out across the street. City leaders said the brand new homes will be an affordable option for low income families.
