Iowa Governor Terry Branstad today denied a request from a convicted Scott County killer for a pardon.
Harry Sisco will continue to serve his life sentence at the Anamosa State Penitentiary.
Sisco, 78, was convicted of murdering Elaine St. Clair in 1991. Her body was found dumped in Muscatine County, wrapped in paper trash bags. A fingerprint on tape binding the bags was matched to Sisco.
Prosecutors said Sisco shot the woman in the head, probably while she was sleeping in the back of his van. After dumping her body he drove the van to Rock Island and set it on fire to destroy any evidence.
