Gov. Quinn denies pay raise for AFSCME workers

Governor Quinn has filed an appeal over a Cook County Judge's ruling that the state must pay wage increases promised to some $30,000 union workers in 2011.

Quinn denied AFSCME workers raises because there wasn't enough money in the budget.
