Illinois Governor Pat Quinn said he will appeal a judges ruling that the state has to live up to its 2011 promise to give state workers raises. Governor Quinn went back on the raises for AFSCME workers because he said the state can't pay money it doesn't have. The judge agreed with the governor earlier, but his order Friday stated Quinn must eventually pay the bill with interest.
