Illinois Governor Pat Quinn can't close state prisons, for now at least.
A state appeals court has denied his request to lift a temporary restraining order that stopped him from closing high security prisons, halfway houses and juvenile detention centers to save money.
The order was issued after union workers said closing the prisons and transferring inmates would only worsen already crowded prisons. An arbitrator later ruled in the state's favor.
