A mixed review of Illinois' budget. The Civic Federation, which is a government research organization, said Monday the good news is the state's overdue bills, Medicaid payments and insurance claims could drop by 14%, to just under $8 billion next year. The bad news? Officials didn't set aside enough cash for Medicaid and insurance claims, and unless the problem is addressed, the deficit could start going up again.
