The city is trying to decide if it'll put $2 million toward the project.
Chloe, it's a $6 million project that the city and an organization called Rock Island Growth are working together on, but first some TIF issues need to be ironed out.
The lot is on the corner of 1st Ave and 20th St that the city and Rock Island Growth wants to turn into apartments called The Locks.
City leaders say without the TIF, there won't be enough money to fund the new complex.
Jeff Eder works for the city and says the project will not only grow the population but also give the city an economic boost. He says the locks are expected to bring in 40 grand in taxes in the first year. But aside from that they're hoping it catches the eyes of investors who will then decide to build more housing in the area without city incentives.
The Locks will have 1,2 and 3 bedroom apartments with an average rent of a $1,000 a month, and with large balconies overlooking the river and lofted ceilings, both groups hope it shows that Rock Island is a great place to live.
